BEFORE: JONES and KRUPANSKY, Circuit Judges; and COOK,* District Judge Order Plaintiff, a Tennessee state prisoner, appeals the judgment of the district court summarily dismissing his complaint filed under various civil rights and federal jurisdictional statutes. The district court sua sponte dismissed plaintiff's complaint on the merits. This appeal has been referred to a panel of the Court pursuant to Rule 9(a), Rules of the Sixth Circuit.
